The Saints are kings of Stilwater, but their celebrity status has caught the attention of The Syndicate, a legendary criminal organization with influence around the world, now demanding tribute.

Refusing to kneel, you take the fight to Steelport, a once-proud metropolis now fallen into corruption and chaos under Syndicate control.
